What decided it

The loss of a viable rural employment site combined with the unsustainable location of the proposed residential development means the adverse impacts significantly and demonstrably outweigh the benefits of housing provision.

The social benefit of providing nine new homes was outweighed by the loss of an existing employment site and the unsustainable location of the development, such that the presumption in favour of sustainable development did not apply.
