What decided it

The significant weight given to the conflict with design and character policies (Policies 32, 33 HDPF and RNP2), combined with the unsuitability of the location outside the BUAB, outweighed the modest housing supply benefit in the tilted balance.

The modest housing benefit and limited economic benefits were significantly and demonstrably outweighed by the adverse impacts of locational unsuitability and harm to character and appearance when assessed against the Framework taken as a whole.
