Main issues, as the Inspector framed them

  • Whether the site is suitable for residential development, with particular regard to the effect on the character and appearance of the area

What decided it

The considerable shortfall in the Council's five-year housing supply (1.28 years) and the evidenced unmet housing need, combined with the minor (rather than substantial) nature of the harm to character and appearance, meant that the benefits of delivering up to two dwellings substantially outweighed the adverse effects when assessed against the national decision-making policies in the Framework.

The minor harm to character and appearance and conflict with the spatial strategy of the development plan were outweighed by the substantial weight given to the delivery of housing in the context of considerable unmet need and the Council's inability to demonstrate a five-year supply of deliverable housing sites.
