Main issues, as the Inspector framed them

  • Whether or not the proposal would represent inappropriate development in the Green Belt having regard to the National Planning Policy Framework and any relevant development plan policies with particular reference to whether the appeal site represents grey belt land, meets the Golden Rules, and whether the proposed development would be in a sustainable location

What decided it

The appeal site qualified as grey belt land and satisfied all criteria of Policy GB7 (including the Golden Rules and the sustainable location test), so the proposal did not constitute inappropriate development in the Green Belt and fell to be approved under Policy S5.5.

The substantial benefits of Golden Rules compliance and market/affordable housing delivery, together with moderate economic, social and biodiversity net gain benefits, were not substantially outweighed by any adverse effects, so the proposal was to be approved under Policy S5.5.
