Main issues, as the Inspector framed them

  • The effect of the proposal on the character and appearance of the local area
  • Whether the proposal would create a satisfactory living environment for future occupiers
  • Whether the proposal would harm the living conditions of neighbouring residents

What decided it

The unacceptable harm to the character and appearance of the local area caused by the cramped, overdeveloped appearance of the dwelling in relation to the small plot and surrounding pattern of development, combined with the failure to provide a satisfactory living environment for future residents, substantially outweighed the benefits of housing delivery in a location with a shortfall in five-year supply.

The modest benefits of one additional housing unit and efficient land use, and the principle of housing delivery in a context of 1.4 years' supply, were substantially and demonstrably outweighed by the substantial harm to character and appearance and the lack of satisfactory living environment for future residents.
