Main issues, as the Inspector framed them
- Whether the site is suitable for residential development having regard to its location, the proposed land use and the amount of development proposed, with particular regard to the loss of an agricultural employment site
What decided it
The Council's inability to demonstrate a five-year housing land supply, combined with the site's status as grey belt land that would not be inappropriate development under paragraph 155 of the Framework and its location in a sustainable settlement, meant the presumption in favour of sustainable development applied and the benefits of housing delivery outweighed the moderate harm from loss of the employment site.
The adverse impacts of granting permission, including the loss of an agricultural employment site (afforded moderate weight due to inconsistency with the Framework), do not significantly and demonstrably outweigh the benefits of delivering 5-8 dwellings in a location with a substantial housing land supply shortfall and sustainable transport options; the presumption in favour of sustainable development applies.
