Main issues, as the Inspector framed them
- The effect of the proposed development on highway safety, with particular regard to the introduction of a new vehicular access onto Cotswold Lane.
What decided it
The introduction of a new vehicular access onto Cotswold Lane in a location already sensitive in highway terms, with a concentration of traffic features and pedestrian movements, would create an unacceptable impact on highway safety contrary to Policy TR6(4) of the Framework.
While the proposal would provide one additional dwelling (substantial weight) and modest economic benefits (limited weight), and Policy S4 of the Framework supports development within settlements, the unacceptable impact on highway safety and conflict with Policy TR6(4) engages Policy S4(2)(c), such that the benefits are substantially outweighed by adverse effects.
