The site's unsustainable location, lacking safe access to services, facilities and public transport, and generating significant vehicle movements along quiet country lanes, means the adverse effects substantially outweigh the limited benefits of 2-3 dwellings under Policy S5.4 of the Framework.

The adverse effects of the proposal, particularly the unsustainable location and reliance on private car travel, substantially outweigh the benefits of providing two to three new dwellings and modest economic benefits, and the proposal does not benefit from the presumption in favour of sustainable development.
