What decided it

The absence of any enforceable mechanism to secure the maintenance of the Street Hub Units in perpetuity, leading to a risk of disrepair and consequent harm to character, appearance and heritage assets, outweighed the benefits of the scheme.

The moderate weight attributed to the digital infrastructure and public benefits of the Street Hub Units did not outweigh the significant harm found to visual amenity, character and appearance, and in some cases to heritage assets, so the appeals were dismissed.
