What decided it

The less than substantial but significant harm to the setting of designated heritage assets, given considerable importance and weight under the Framework, was not outweighed by the modest housing supply benefits and economic benefits of a single dwelling, even with the tilted balance engaged by the lack of a 5-year housing supply.
