Main issues, as the Inspector framed them

  • Whether the location, the proposed land use and the amount of development is suitable for residential development, having particular regard to whether the proposal would be inappropriate development in the Green Belt with particular regard to the sustainability of the location, the effect on openness and purposes of the Green Belt, and whether any harm would be clearly outweighed by other considerations

What decided it

The appeal site does not represent a sustainable location for residential development because future residents would be heavily reliant on the private car, failing to meet criterion (c) of paragraph 155 of the Framework, and the resulting inappropriate development and harm to Green Belt openness cannot be clearly outweighed by other considerations.

The harm to the Green Belt by reason of inappropriateness and moderate harm to openness, attracting substantial weight, was not clearly outweighed by the modest social benefits of one dwelling and limited economic benefits, such that very special circumstances do not exist to justify the development.
