What decided it
The cumulative adverse impacts of the loss of commercial moorings without adequate justification, unacceptable reduction in waterborne passenger and tourist traffic capacity, and failure to provide adequate parking, cycle storage and waste facilities significantly and demonstrably outweighed the modest benefits of providing three residential moorings.
The provision of residential moorings in the context of a housing supply shortfall and modest tourism benefits were outweighed by the significant shortcomings in employment justification, loss of tourism capacity, and inadequate provision for sustainable transport and waste management, resulting in cumulative adverse impacts that significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
