Main issues, as the Inspector framed them

  • The effect of the proposal on the character and appearance of the area with particular regard to the Frost Estate residential precinct

What decided it

The Council's inability to demonstrate a five-year supply of housing land, combined with the proposal's contribution to meeting evidenced housing need and the conclusion that the moderate harm to character would not amount to a substantial adverse impact under Policy S4, tipped the balance in favour of allowing the appeal.

The moderate harm resulting from the proposal's impact on the street scene, conflicting with development plan policies CSTP22, CSTP23 and PMD2, was outweighed by the benefits of the proposal's contribution to meeting evidenced housing need, the provision of a dwelling in a sustainable location, economic benefits from construction and future occupation, and the scheme's overall maintenance of the Frost Estate's strong sense of place, when assessed against the national decision-making policies in the Framework under Policy S4.
