What decided it
The poor design of the front elevation, with its incoherent fenestration pattern and incongruous projecting gable, would cause less than substantial but considerable harm to the significance of the Kineton Conservation Area and the setting of nearby listed buildings, which cannot be outweighed by the modest public benefits of a single dwelling.
The harm to the significance of the designated heritage assets, assessed as towards the middle of 'less than substantial' for the conservation area and towards the lower end for the listed buildings' setting, outweighs the public benefits comprising modest housing supply contribution, sustainable location, and environmental measures; the statutory presumption in the Planning (Listed Buildings and Conservation Areas) Act 1990 and Framework paragraph 11d)i) footnote 7 provide a strong reason for refusal, displacing the tilted balance.
