Main issues, as the Inspector framed them

  • The effect of the scheme upon the character and appearance of the area
  • The effect upon biodiversity
  • The effect upon protected habitat sites
  • Whether the dwelling would be in a suitable location for residential development, having regard to national and local policy

What decided it

The scheme would adversely affect the integrity of protected habitat sites and harm biodiversity, which under the Framework means development should be refused, and these harms substantially outweigh the modest benefits of providing a single dwelling in a location where the Council lacks a five-year housing land supply.

The modest benefits of providing an additional single home and making effective use of land, together with a modest time-limited economic benefit from construction, were substantially outweighed by the substantial adverse impacts upon the character and appearance of the countryside, the site's location, and upon protected habitats and species.
