What decided it

The cumulative effect of significant adverse impacts on character and appearance, protected species and habitats, highway safety, flood risk and drainage, and unresolved archaeological concerns substantially outweighed the moderate housing and economic benefits.

The adverse effects on character and appearance, highway safety, biodiversity, flood risk and archaeology were of such magnitude that they substantially outweighed the benefits of housing delivery and economic activity, requiring dismissal under Framework Policy S4.
