Main issues, as the Inspector framed them
- Whether the site is suitable for residential development, having regard to the proposed land use, its location and the amount of development, with particular regard to the settlement, delivery and community area strategies of the development plan; the accessibility of services, facilities and employment by walking, cycling and public transport; and the character and appearance of the North Wiltshire landscape
What decided it
The combination of the site's location outside the settlement boundary with poor accessibility to services and sustainable transport, coupled with the material harm to rural character from the scale of development proposed, substantially outweighed the benefits of housing delivery.
The substantial weight afforded to housing delivery and effective use of previously developed land was substantially outweighed by very substantial weight given to the adverse effects of conflict with the development plan, unsustainable location requiring car-based travel, and permanent alteration to valued rural character.
