Main issues, as the Inspector framed them
- whether the appeal building is a non-designated heritage asset (NDHA), and if so, the effect of the proposal on the NDHA
- the effect of the proposal on the character and appearance of the area
What decided it
The total loss of the non-designated heritage asset and its moderate significance, which the Inspector afforded significant weight, substantially outweighed the modest benefits of the proposal.
The benefits of the proposal, including energy efficiency, improved living conditions, highway safety improvements and economic benefits, were afforded modest weight and were substantially outweighed by the adverse effects due to the significant weight afforded to the total loss of the NDHA and its associated significance, in combination with the modest harm to the character and appearance of the area.
