Main issues, as the Inspector framed them

  • The effect of the proposed development on the existing and future availability of rural employment opportunities

What decided it

The loss of a modern, purpose-built rural employment unit without evidence of marketing or demonstration of non-viability substantially outweighs the benefit of making effective use of the building for residential purposes.

The benefit of making effective use of the site (substantial weight under Policy L2) was substantially outweighed by the very substantial adverse effect of losing a modern, purpose-built employment unit that could support the rural economy (Policies E2 and E4), displacing the presumption in favour of development.
