The significant harm to spatial strategy compliance and moderate harm to character and appearance, together with conflict with the development plan, were not substantially outweighed by the limited benefits of delivering one dwelling and self-build accommodation without a securing mechanism, particularly given the Council's housing land supply position of 4.77 years.
