Main issues, as the Inspector framed them
- whether the proposal would be inappropriate development in the Green Belt having regard to the National Planning Policy Framework and relevant development plan policies
- the effect of the proposal on the character and appearance of the area
- the effect of the proposal on highway safety
- if the proposal is found to be inappropriate development whether any harm by reason of inappropriateness, and any other harm, would be clearly outweighed by other considerations, so as to amount to the very special circumstances required to justify the proposal
What decided it
The closeboard fencing would diminish the visual openness of the Green Belt and fail to minimise impact on openness as required by Framework Policy GB7, and this harm to the Green Belt, together with moderate harm to character and appearance, is not clearly outweighed by other considerations.
The substantial harm to the Green Belt by reason of inappropriateness and visual openness, together with moderate harm to character and appearance, was not clearly outweighed by the moderate weight afforded to animal welfare and security benefits and limited weight afforded to the scarcity of alternative sites outside the Green Belt.
