The increased width and visual dominance of the replacement unit would create obstruction and a pinch point in an already constrained footway serving high footfall, thereby increasing the risk of pedestrians being forced into the vehicular highway and creating harm to highway safety that outweighs the modest public benefits of improved digital connectivity.
The modest public benefits of digital connectivity, emergency features, and wayfinding services did not outweigh the harm to highway and public safety caused by the obstruction and pinch point created by the larger replacement unit in a constrained footway.
