The city centre location with naturally moderated vehicle speeds, frequent bus movements, and controlled junctions means that drivers are already expected to travel cautiously and anticipate regular interaction with buses, pedestrians and other road users, such that the proposed digital advertisement would not materially increase the risk of distraction.
