What decided it

The shortfall in the 5-year supply of deliverable Gypsy and Traveller pitches, combined with the appellants' personal circumstances and the absence of suitable alternative accommodation, outweighed the harm from conflict with the spatial strategy, character and appearance, and unauthorised development.

Significant weight against the development from conflict with the spatial strategy, and moderate weight against it from character and appearance harm and unauthorised development, were outweighed by significant weight in favour from the shortfall in Traveller pitch supply, the appellants' personal circumstances, and the lack of suitable alternative sites, such that adverse impacts did not significantly and demonstrably outweigh the benefits under paragraph 11(d) of the Framework.
