What decided it

The permanent harm to the significance of the Ramsbury Conservation Area caused by excavation of the distinctive embankment feature was not justified by clear and convincing justification and outweighed the modest public benefits of the proposal.

The modest public benefits (temporary economic benefits and reduction in overspill parking) did not outweigh the substantial weight given to conservation of the designated heritage asset and the harm to the significance of the Ramsbury Conservation Area.
