Main issues, as the Inspector framed them
- whether varying the condition would result in a scheme that would be an appropriate form of development outside of a settlement, having regard to the character and appearance of the host property and the surrounding area
What decided it
The proposed increase in eaves height and introduction of front dormers would significantly alter the distinctive roof form and make the dwelling appear much larger and more dominant than its original modest form, failing to meet the requirements of Framework Policy S5 and Local Plan Policy LP17 for appropriate development outside settlements.
Framework Policy S5 paragraph 4 confirms that development not falling within the listed categories should only be approved in exceptional circumstances where the benefits would substantially outweigh the adverse effects, which is not the case; the proposal conflicts with the development plan with no material considerations indicating a decision other than in accordance with it.
