Main issues, as the Inspector framed them
- The principle of the proposed development with specific regard to its location
What decided it
The site's location outside the settlement boundary in an unsustainable location with unsafe pedestrian access requiring heavy reliance on private vehicles, combined with the failure to meet any exceptions for countryside development, fundamentally conflicts with the spatial strategy of the development plan and the Framework.
The adverse effects relating to the unsustainable location and conflict with spatial strategy substantially outweighed the limited benefits of providing one self-build dwelling and addressing housing shortfall, resulting in dismissal.
