The proposed development would harm the character and appearance of the Area of Special Local Character through poor design and lack of architectural detailing, and would adversely affect the open character of the adjacent Metropolitan Open Land, and this significant harm would outweigh the modest housing supply benefit in circumstances where the Framework requires particular regard to good design.
