What decided it
The absence of any enforceable mechanism to secure long-term maintenance of the Street Hub Units, combined with their harmful effect on the character, appearance and (in several cases) heritage significance of the surrounding areas, outweighed the moderate-weight public benefits claimed.
The moderate weight given to the public benefits of the Street Hub Units did not outweigh the significant harm found to visual amenity, character and appearance, and in several cases to heritage assets, so the balance tipped against the proposals in every appeal.
