What decided it

The harm of very considerable magnitude to the non-designated heritage asset from its near-total loss, combined with failure to demonstrate safe and suitable access and absence of protected species survey evidence, outweighed the limited public benefits of a single dwelling.

The limited public benefits of the proposal (a single dwelling contributing modestly to housing supply) did not outweigh the harm of very considerable magnitude arising from the near-total loss of the NDHA and the less than substantial harm to the Brassington Conservation Area
