What decided it

The poor levels of natural daylight and outlook afforded to occupiers of Apartment 1 would result in unacceptable living conditions that could not be overcome and substantially outweighed the limited housing benefits.

The limited benefits of providing one additional dwelling were substantially outweighed by the identified adverse effects on living conditions; the proposal does not satisfy Policy S4 and the presumption in favour of sustainable development does not indicate permission should be granted
