The proposal fails to meet the sustainability criterion (c) of paragraph 155 of the Framework, as the site is located outside a defined settlement with limited public transport and would generate significant vehicle movements, and there is no demonstrable unmet need for B8 uses at this location to justify the substantial harm to the Green Belt.
The substantial harm to the Green Belt by reason of inappropriateness and the significant harm from unsustainable location and traffic generation are not clearly outweighed by the limited benefits of employment provision and cost-efficient storage, therefore very special circumstances do not exist.
