• the effect of the proposed development on the character and appearance of the area, with particular regard to whether the scale, form and layout of the L-shaped rear wing, together with the siting of the detached dwellings to the rear of the site, would result in an overdevelopment of the site

• whether the submitted Unilateral Undertaking secures the mitigation necessary to make the development acceptable in planning terms, particularly in respect of sustainable transport and waste management

What decided it

The unacceptable impact on highway safety arising from the inability to reliably secure and maintain adequate visibility splays on third-party land, combined with the failure to provide a safe and inclusive internal layout with proper pedestrian segregation.

The substantial benefits of delivering 6 dwellings, including family-sized units, on a well-connected site, together with economic and accessibility benefits, were substantially outweighed by the substantial harm arising from the failure to provide a safe, convenient and inclusive environment and the unacceptable highway safety impact.
