What decided it

The absence of robust marketing evidence demonstrating that the site cannot be used for its designated B2 or B8 employment purposes, combined with the PEA already exceeding the 25% non-B-class floorspace threshold, means the proposal fails to meet the requirements of Policy DM41 and substantially undermines the Council's employment land strategy.

The modest economic benefits of the proposal, afforded moderate weight, and the limited weight given to site improvements and better use of vacant land, are substantially outweighed by the harmful effect on the provision of employment land within the borough and the conflict with the development plan.
