Main issues, as the Inspector framed them

  • The principle of the proposed development, including the loss of the existing public house, having regard to the development plan and any other considerations

What decided it

The proposal did not conflict with the development plan, the emerging eSLP policies (afforded considerable weight), or Framework Policy HC6 on loss of community facilities, given the identified gap in service provision and availability of alternative public houses.

No adverse effects were identified against which any benefits needed to be weighed, and Policy S4 of the Framework required the proposal to be approved as the benefits were not substantially outweighed by any harm.
