What decided it
The proximity of the highly noticeable, changing digital advertisements to a complex five-way signalised junction would create unacceptable distraction for motorists and cyclists at a point requiring their full attention, thereby causing unacceptable harm to highway and public safety.
The meaningful public benefits of the hub were outweighed by the significant harm to highway and public safety caused by the location and prominence of the structure and changing advertisements near a complex junction.
