Main issues, as the Inspector framed them

  • the effect of the proposal on the character and appearance of the area
  • the effect of the proposal on the existing public cycle infrastructure

What decided it

The significant harm to the character and appearance of the area caused by the scale, height and prominent location of the proposed hub, combined with the unacceptable loss of existing public cycle infrastructure without secured replacement, substantially outweighs the telecommunications and public benefits of the proposal.

The substantial weight given to telecommunications network benefits and positive weight to other public benefits were substantially outweighed by the significant harm to character and appearance and the unacceptable loss of existing public cycle infrastructure.
