Main issues, as the Inspector framed them

  • The effect of the proposed advertisement on visual amenity
  • The effect of the proposed advertisement on public safety

What decided it

The uncomplicated and clear nature of the junction approach and signalling, together with the limited extent to which one signal head would be seen against the display and the proposed conditions controlling the display's characteristics, would enable drivers to interpret the signals readily and would not materially affect the effectiveness of the traffic signals or cause unacceptable distraction.

The proposal would not harm visual amenity or public safety, and therefore the appeal should be allowed.
