What decided it

The imposition of a condition requiring the external brickwork to be rendered and painted to match the host dwelling would reduce the visual impact to an acceptable level and resolve the character and appearance concerns.

The modest additional length of 0.9m and the limited impact on neighbouring living conditions, when mitigated by the rendering condition, outweighed the visual harm from the service road, allowing the appeal to be allowed.
