Main issues, as the Inspector framed them
- The effect of the development on the housing mix in the area and the creation and maintenance of a balanced community
- The effect of the proposed development on the living conditions of nearby occupants with particular reference to noise and disturbance and parking availability
What decided it
The significant adverse effect on housing mix and community balance in an area already heavily concentrated with HMO/student accommodation, combined with the loss of a family dwelling for which there is evidenced need, substantially outweighed the limited benefits of the proposal.
The benefits of providing specialist residential accommodation and making more effective use of the building were substantially outweighed by the adverse effects of losing a family dwelling in an area with high need for family housing and already suffering from overconcentration of HMO/student accommodation at 65%.
