Main issues, as the Inspector framed them

  • whether the site would be a suitable location for the proposed development, having regard to the accessibility of services and facilities
  • whether the site would be a suitable location for the proposed development, having regard to policies concerned with development in areas at risk of flooding

What decided it

The site's unsuitability due to poor accessibility to services and facilities combined with unresolved flood risk and drainage concerns, which together outweighed the significant benefits of addressing the evidenced shortfall in Gypsy and Traveller pitch provision.

The benefits of addressing the evidenced unmet need for Gypsy and Traveller pitches and the equality implications (weight of high order) did not substantially outweigh the adverse effects of poor accessibility to services and facilities and unresolved flood risk (very important matters weighing against the proposal), such that the exceptional circumstances required by Policy S5(4) of the Framework did not exist.
