Main issues, as the Inspector framed them

  • Whether the site is suitable for residential development having regard to its location, the proposed land use and the amount of development with particular regard to effect of the development on the character and appearance of the area

What decided it

The substantial weight afforded to housing delivery in the context of the Council's inability to demonstrate a five-year supply of deliverable housing sites, combined with the absence of substantial adverse effects on character and appearance, tipped the balance in favour of allowing the appeal.

The substantial benefits of providing one additional home in a location with a demonstrated housing shortfall, and the compliance with Policies H07 and L2 of the Framework, substantially outweighed any adverse effects when assessed against the national decision-making policies in the Framework.
