Main issues, as the Inspector framed them

  • the effect of the proposed development on the living conditions of the occupiers of neighbouring properties, with particular regard to No. 12 Water Lane and noise
  • whether the development would be safe from a fire safety perspective

What decided it

The proposed decking would result in noise that would adversely affect the quality of life and health of occupiers of the neighbouring property at No. 12 Water Lane, contrary to Policies 19, 46 and 53 of the Richmond upon Thames Local Plan 2024-2039.

The benefits to the public house operations did not outweigh the harm to the living conditions of neighbouring occupiers through increased noise.
