Main issues, as the Inspector framed them

  • Whether the site is a suitable location for the proposed development, having regard to relevant development plan policies for development in the countryside and the site's accessibility to services and facilities

What decided it

The site's unsuitability as a location for residential development due to poor accessibility to services and facilities by sustainable modes of transport, requiring future occupants to be heavily reliant on private vehicles, which conflicts with Policy TR3 of the Framework and cannot be overcome by the unenforceable self-build benefits.

The limited benefits of delivering three dwellings and contributing to housing supply and mix, together with some economic benefits, were substantially outweighed by the substantial weight given to the conflict with sustainable development policies and the adverse effects on sustainable patterns of movement in a location where the need to travel by private car would not be limited.
