Main issues, as the Inspector framed them

  • the effect of the proposal on the supply of family housing in the area
  • the effect of the proposal on on-street car parking and highway safety

What decided it

The proposal would remove the option for the property to be returned to family housing use and thereby adversely affect the supply of family housing, which the evidence showed was in particular need in Slough, and the appellant did not demonstrate a need for HMO development sufficient to outweigh this harm.

Applying Policy S4 of the Framework, the adverse effects of the development, particularly the substantial harm to the supply of family housing, substantially outweighed the benefits of sustainable location and cycle parking provision.
