Main issues, as the Inspector framed them

  • the effect of the proposed development on the character and appearance of the appeal site and the surrounding area
  • living conditions of the future occupiers of the eastern dwelling, with particular regard to privacy

What decided it

The substantial harm to character and appearance, combined with the net loss to housing supply and failure to optimise the site's development potential, meant that the benefits of reusing the vacant building and the moderate sustainability benefits were substantially outweighed by adverse effects when assessed against the national decision-making policies of the Framework.

The substantial weight afforded to the reuse of a vacant building and moderate weight to the sustainable location, together with limited weight for housing supply contribution, were substantially outweighed by the substantial harm to character and appearance and the conflicts with multiple national decision-making policies on design, compactness and visual quality.
