Main issues, as the Inspector framed them

  • Whether the proposed children's care home would be in a suitable location, taking into account the safeguarding of the young persons to be cared for

What decided it

The existence of a recent planning permission for an identical children's care home at the neighbouring property (92 Balmoral Avenue) approved in November 2025, combined with the absence of substantiated safeguarding evidence and the operation of separate regulatory regimes that more appropriately address child welfare matters, established that the location was suitable.

The benefits of providing a needed children's care home in a suitable residential location, supported by management controls and separate regulatory oversight, outweighed the vague and unsubstantiated safeguarding concerns raised by the police, particularly given the consistency with recent approvals for similar uses in the same area.
