Main issues, as the Inspector framed them

  • Whether the proposal would be permitted development under Class MA, with particular regard to whether the proposal would satisfy condition MA.2(2)(c) in regard to flood risk.

What decided it

The absence of a safe, dry, and reliable access and egress route during flood events, combined with the failure of the Flood Evacuation Plan to demonstrate safe evacuation procedures, means the proposal would not satisfy the flood risk condition MA.2(2)(c) of Class MA and would expose residents to unacceptable risk to life.

The economic and social benefits of providing 7 residential units in an accessible location would be substantially outweighed by the adverse effects of exposing residents to unacceptable flood risk and placing an unacceptable burden on emergency services.
