Main issues, as the Inspector framed them

  • The effect of the proposed street hub on the character and appearance/visual amenity of the area, including surrounding heritage assets

What decided it

The proposed illumination levels and prominent location of the street hub would cause unacceptable harm to the character and appearance of the area, which would be substantially outweighed by the limited and unquantified public benefits, contrary to Framework policy S4 and the development plan.

applying Framework policy S4, the benefits of the street hub (modern services and potential data collection functions) were afforded limited weight because there was no evidence of specific service deficiency at the site and alternative means of access existed; these limited benefits would be substantially outweighed by the adverse effects on the character and appearance of the surrounding area, contrary to Framework policy DP3
