Main issues, as the Inspector framed them

  • The effect of the proposed development on the character and appearance of the host dwelling and surrounding area

What decided it

The proposed development would unacceptably harm the character and appearance of the host dwelling and surrounding area and fail to conserve and enhance the natural beauty of the protected landscape, conflicting with Policy N4 and Policy DP3(3) of the Framework, which are national decision-making policies that indicate planning permission should be refused.

The benefits of the scheme (a larger family home and improved energy efficiency) would be substantially outweighed by the adverse effects identified when assessed against the national decision-making policies in the Framework, and the presumption in favour of sustainable development is therefore not engaged.
